The objective of the Brownfields Assistance Program (BAP) is to attract businesses, developers, and investors who can develop and reuse underutilized land, while contributing to the City’s economic health.
BAP provides assistance to prospective purchasers or sellers of industrial properties for investigating environmental conditions as part of their early feasibility analysis of economic development projects. The applicant’s share of investigation costs will be one dollar for every two dollars of City funds. The City will cover the entire cost of the consultant report if the environmental conditions of the site prove to be unsuitable for redevelopment. The program may be used for Phase I environmental site assessments, Phase II investigations, subsoil and geotechnical investigations, feasibility analyses, development of Environmental Management Plans and legal costs associated with negotiating voluntary investigation or clean up agreements. The program may also be used in conjunction with other economic development financing programs.
